Introduction
In the United States members of the House of Representatives are also known as the congressmen or congresswomen. They are voted for a two-year term to represent the citizens of a particular congressional district. In the House of Representatives, the number of the representatives cannot go more than 435 as stated by the law. In the United States, the Senators serve in the Senate, and the Senate is the upper chamber of the United States' Congress. The Senators represent the fifty States in the United States of America. Each state has a maximum and a minimum of two senators. In the Senate, there is a total of 100. This is because there is a total of fifty states that joined the union.
Amending the United States Constitution is better than passing a new law because in the current days it is easier for the Congress to pass an amendment than the states to ratify a new law in the constitution. This is because when a bill is presented in the house, or in the Senate, it is fast referred to a committee to research on it (Sullivan, 1995). In case the bill is good, it goes through various short stages in the until the final stage where the president signs and in case a law wants to be passed it fast referred to the states for ratification by the states. During the confirmation process, many states may not agree on the bill as they may feel that it has other ill motives. It may also take a much extended period of time for all the states to ratify the draft law for it to be passed as law in the constitution. The framers of the constitution also advised that the law should not be changed as this would deprive the government the veneration that free and prudent governments possess. Instead, Jefferson argued that the Constitution should be revised periodically to accommodate the times and changes experienced as time goes by (Sullivan, 1995).
